Kimball addresses property nuisances

At its Sept. 1 regular meeting, the Kimball city council heard from one of 23 individuals who received a nuisance letter about their property. The city sent out nuisance letters to 23 city property owners. Most of the letters related to lawn parking (an ordinance violation), and the next most common reason was junk in the yard. One letter was for a commercial vehicle, and another was for a deck without a permit. The individual who came to the council to address the issue was given until Nov. 1 to correct the parking issue.

The council heard from 8-year-old Macy Hilsgen who had the suggestion of bringing a Dairy Queen to Kimball. Mayor Tammy Konz commended her on being well spoken in the public meeting, and for her well written letter to the council.

The council discussed a request from Katherine Johnson for forgiveness of $165.24 in utility late fees. The council agreed to waive next month’s late fee (which is 18%) while urging her to bring her $814.71 bill current as soon as possible.

The council approved a supplemental letter agreement with the city’s engineering firm SEH for building and site design and engineering for a 3,500-foot public works building that will be a metal pole shed to be put up in the spring.

The council further discussed the coming 2021 Highway 15 project in town. Council member Cindy Stelten spent one day observing traffic on the highway/Main Street and noticed several cars and trucks passing on the right at Hazel Avenue (both passing, and passing on the right at that location are illegal, and dangerous). Crosswalk options will be a discussion and decision for the near future.

Emergency Management Direc-
tor Brian Kiffmeyer reported on the status of COVID-19 cases and testing in Minnesota.

The council approved a total of $1,273.64 in COVID-19-related expenses during August 2020 from the CARES Act funds the city received.

The council discussed rezoning of one lot in the Heritage Park development from twin home to single home. There is someone interested in purchasing the lot and they wish to build a larger, single home on the lot that had previously been set aside for twin or town homes.

The next regular meeting of the Kimball city council will be at 6:30 p.m. Tuesday, Sept. 15. The October meeting will be at
6:30 p.m. Tuesday, Oct. 6.
